On February 18, IV Steering Committee Meeting of the Project “Adaptation of former observatory on the Pip Ivan mountain to the needs of alpine rescue service training center“ (PIMReC) that is being implemented under financial assistance of the European Union within the cross-border cooperation Poland-Belarus-Ukraine 2014-2020 took place partially offline in Tatariv (Ivano-Frankivsk region) and partially online.
PIMReC Project Coordinator – the Rector of Vasyl Stefanyk Precarpathian National University – Igor Tsependa, Head of PIMReC Infrastructural Group, the Vice-Rector of Vasyl Stefanyk Precarpathian National University – Yaroslav Shynkaruk, Head of Project Management Department, PIMReC Manager – Lyubov Zinyuk, Project Managers at the University of Warsaw – Jan Tygielski and Yurii Tkachuk, Project Partners at the Department of State Emergency Service of Ukraine, headed by the Deputy Head Mykola Burlaka, Project Manager at the Mountain Volunteer Search and Rescue Bieszczady Group – Karolina Kiwior, Manager of the Joint Technical Secretariat of the Cross-Border Cooperation Programme Poland – Belarus – Ukraine 2014-2020 – Alla Nastych participated in this meeting.
Besides, Director of the Center for East-European Studies of the University of Warsaw – Jan Malicki, Consul General of Ukraine in Krakow – Viacheslav Voinarovskyi and the Consul General of the Republic of Poland in Lviv – Eliza Dzwonkiewicz also took part in the meeting.
After the welcome speeches, delivered by the PIMReC Project Coordinator – the Rector of Vasyl Stefanyk Precarpathian National University – Igor Tsependa, Director of the Center for East-European Studies of the University of Warsaw – Jan Malicki, Consul General of Ukraine in Krakow – Viacheslav Voinarovskyi and the Consul General of the Republic of Poland in Lviv – Eliza Dzwonkiewicz, Manager of the Joint Technical Secretariat of the Cross-Border Cooperation Programme Poland – Belarus – Ukraine 2014-2020 – Alla Nastych, the participants proceeded to work.
It was commenced from discussion of the project extension issues and clarification of the project activities plan.
Head of the Project Management Department, PIMReC Project Manager – Lyubov Zinyuk submitted proposals for the nearest events. Particularly, they considered the plans for further Steering Committee Meetings, Info Days, Round Tables, some of which were shifted from 2020 to 2021 because of impossibility to conduct them due to quarantine restrictions.
Project Managers at the University of Warsaw – Jan Tygielski and Yurii Tkachuk also submitted their proposals on this issue.
Project Manager at the Mountain Volunteer Search and Rescue Bieszczady Group – Karolina Kiwior spoke about the intentions of the Polish partners to conduct the Project Info Day at the Bieszczady in summer during the high tourist season.
It was decided that part of the events in Polish and Ukrainian side should be conducted online in the first half of the year. As of the events, planned for the second part of 2021 and 2022, the final decision of their format will be made by the Steering Committee in May 2021, depending on the epidemic situation in Ukraine and Poland.
Possible corrections of the project budget were discussed due to the amendments made. So, during the meeting it was discussed that who, when and in what form should submit the documents for making relevant amendments.
The following issue of the agenda was discussion of the project promotion and information content of the PIMReC web-site.
The participants of the meeting submitted a range of proposals concerning improvement of the informational aspect of work and project visualization means. Particularly, Senior Expert of Poland – Belarus – Ukraine Programme in Lviv – Vasyl Khimiak applied with proposals from the Joint Technical Secretariat of the Cross-Border Cooperation Programme. He also provided all the details of preparation to the new programme period for 2021-2027.
One of the most interesting issues of the meeting was discussion of the construction.
Head of PIMReC Infrastructural Group, the Vice-Rector of Vasyl Stefanyk Precarpathian National University – Yaroslav Shynkaruk reported about the repair and renovation works that had been conducted in the Observatory during 2020.
After that the participants of the meeting, in particular the contractors of the construction works discussed in details the Plan of construction measures for 2021 with the Steering Committee, as well as the plan of meetings with the Construction Management Group.
The second part of the first day of the Coordination Meeting was devoted to discussion of trainings to be conducted by the rescue services of Ukraine and Poland. Particularly, the schedule of trainings till the end of the project was elaborated.
Leszek Buller – Director of the Center of European Projects also applied to the participants of the meeting. He underlined that this project is considered by the Center as one of the most remarkable, as the perspective of its development covers all the Carpathian region. So, there arose an idea to invite all leading European journalists to get acquainted with this project to celebrate the 30th anniversary of Interreg.
